





Yong Siang was a fighter pilot in the RSAF and retired as Chief of the Air Force in 1998. He then joined private equity firm Beta Capital Group in Dallas, Texas until 2005. In 2006, he joined Temasek International as a Senior Managing Director until 2013.
He is currently Chairman of the Stratagem Group Pte Ltd, Gas Supply Pte Ltd and Temasek Management Services Pte Ltd.

Ms Sulian Tay is a director of Gas Supply Pte Ltd.
Ms Tay joined Temasek in 2012. She is currently Managing Director, Investment Group Office.
Prior to joining Temasek, Sulian was with Goldman Sachs as a Managing Director in the Investment Banking Division. She joined Goldman Sachs' M&A department in 1999, starting in their New York office, and later moved to Industrials & Natural Resources with stints in their Chicago, San Franciso and Hong Kong offices as well.
Sulian earned an MBA from the Stanford University Graduate School of Business. She holds an MS in Applied Mathematics and graduated with a BA in Mathematics from Harvard University.

Mr. Alan Heng is a Director of Gas Supply Pte Ltd (GSPL), and previously served as its Chief Executive Officer (CEO) from 2011 to early 2025. During his tenure as CEO, Alan made significant contributions to the energy sector, notably leading GSPL’s successful renewal of its piped natural gas supply agreement beyond 2023. He also played a key role in orchestrating complex gas swap arrangements between Singapore and Indonesian stakeholders.
Mr. Heng previously served as the Group CEO of Pavilion Energy. Since joining the company at its inception in 2013, he held key leadership positions, including Managing Director (Asia) and Head of Energy Sales and Market Development. In these roles, he played a pivotal role in expanding Pavilion Energy’s business and operations across Asia, particularly in Singapore’s downstream gas sector. Additionally, he spearheaded the launch of the company’s marine bunkering business, positioning Pavilion Energy as an early mover in LNG bunkering within Singapore.
Prior to Pavilion Energy, Mr. Heng spent 23 years at ExxonMobil Corporation, where he held various leadership roles across supply, planning, chemicals, operations and marketing. His previous roles included Regional Executive (Pacific Islands), Chairman & Managing Director (Mobil Oil New Zealand), Chairman (Mobil Oil New Guinea) and General Manager (Taiwan). He also served as a board director of the NZX-listed New Zealand Refining Company from 2000 to 2004.
A Singaporean, he holds a Bachelor of Mechanical Engineering (Hons) and an MBA from the National University of Singapore.

Mr. Raphael Chin is a Director of Gas Supply Pte Ltd.
From 2013 to early 2025, Mr. Chin served as the Chief Financial Officer of Pavilion Energy, where he played a pivotal role in the Company's financing strategy and financial management.
Prior to Pavilion Energy, Mr. Chin had a 23-year career at ST Engineering. He started as an accountant at ST Aerospace in 1990 and went on to lead the finance function of numerous airframe and components maintenance subsidiaries in Perth and Singapore. He was subsequently posted to ST Engineering, where he held various senior finance positions in the Marine Division, Corporate Office, and ST Engineering (USA).
Mr. Chin graduated with a Bachelor of Economics from Monash University and a Master of Commerce (Hons) from University of Auckland. He is a FCA of the Institute of Singapore Chartered Accountants.

Mr. Malcolm Lim currently serves as the Chief Executive Officer of Gas Supply Pte Ltd (GSPL).
Before assuming his role at GSPL, Mr. Lim was the Head of the Singapore Hub at Pavilion Energy, where he led and managed the commercial and operational aspects of the company's various business units, including Singapore Business, Marine Business, Energy Financial Solutions, and Environmental Solutions.
During his tenure at Pavilion Energy, Mr. Lim was instrumental in transforming the company into Singapore's premier LNG importer, successfully launching its LNG importation business in 2018. He also played a key role in securing a reliable supply of piped natural gas, which together with LNG imports, fulfilled more than one-third of Singapore’s gas requirements.
With more than 15 years of experience in the oil and gas industry, Mr. Lim has held senior commercial positions with leading oil majors and trading houses. His expertise spans trading, shipping, and marketing on a regional scale.
Mr. Lim graduated with First Class Honours in Engineering from Imperial College London.
